Indeed it is.

But i have to ask - what tier CL are you talking about, and what CL's. Because there are different ones with different gameplay styles. Though, most do get a lot of damage from BB if caught in unfavorable position - but that's really how it should be, and CL's job is aslo not to get into such situations.
