[2019] Fix the Team Selection!

It also looks at the nation.

Because it can't conjure a player from a thin air if there are none in the queue. And there is +/- 1 rule, afaik.
But situtations, where, for example one team has three USN BB without a squad, and the other has none shouldn't happen.
