Aloha,

Though it looks like you had some amazing games there (GG), ever seen what someone that is a good DD main do to Smol's on the other team? The first 2 weeks they were out I had 2 battles where I got 2 Double strikes because of Smol div's that weren't the best. As a DD main I get giddy when I see a Smol on the other team.

TBH, almost any ship can be an "OP" ship if driven by the right people.

Now all that being said, Smol's performance is being watched just like every other ship to see trends for balancing. Case in point Henry IV as someone mentioned above.

100% not arguing that, but a good DD capt will wait till they see your smoke, count out seconds for your hydro or torp so that time is near, or drop so that you have to run and reveal yourself. Not saying it always works, I'm just saying that if someone knows how to counter something, they will.

This video is talking about Game Balance not "Match Balance". The video's intent is to educate the Player on how they look at design characteristics of a ship so that she is powerful in some areas, but weak in others. Every ship should have a sense of identity/role in the game because of its gameplay characteristics.

In terms of Random Battles, there is no Player Skill metric. You'll often find posts rquesting a "Skill-Based Matchmaker", which is not the direction we've chosen to go with Random Battles at this time.

Occasionally there has been a Brawl released that uses a form of Skill Measurement, but that's been fairly rare.

As far Radar, this does relate to the "Gameplay Balancing" in a sense. Why? Because a Tier 8 Cruiser is treated the same as another Tier 8 Cruiser. While T8 Baltimore has Radar and Tier 8 Atago does not, the Matchmaker doesn't value them differently. Because of the Strengths/Weaknesses style of balancing, Atago power comes in other areas that allows her to influence the match in other non-Radar way.

Starting position is randomized, though typically Mirrored (outside of some Division placement). Even in Clan Battles (though there's a central spawn location used)

There's no Radar-ship limitations imposed that I'm aware of at this time, nor have I heard of anything being intended.

That's the interesting thing about statistically probability, though. 200 Battles is a lot, but 500 is more, and 1,000 is yet higher. Statistical resolution comes more into focus as the samples analyzed get more and more numberous.

The best way I can describe this is flipping a coin:
You might feel that flipping a coin 2 times should result in a 50/50 yield.
You might feel that flipping a coin 200 times should result in a 50/50 yield.
You might feel that flipping a coin 2,000 times might should result in a 50/50 yield.

However, the reality is that you get whatever result actually happens. While it makes sense to expect it to zero in on a 50% rate for both sides, it's still possible that it doesn't happen. This is an Outlier.

Realistically, while the majority AREN'T Outliers, there always must be results which exist on the fringe.

The best I can tell you is to watch the Matchmaking video. Outside of the Matchmaker swapping last-minute to make it so there's even Nation-Class-Tier situations (ie: 4 Atago - 4 Baltimore gets distributed 2 per team), it's just Random. It's intentionally done as Random to ensure variation and long-term replayability.

Eventually you can max out everything. The only restriction is picking what you want to get first.
