Miscommunications do happen as there are thousands of people working for WarGaming. The reality is that people can still have miscommunications among even small groups. I used to work at Dominos pizza with a group of about 8 employees, and things got missed at times even in such a small environment.
That being said, WG really is working hard to try and make sure things are checked, double checked, and triple checked. Still, thousands of people mean thousands of little things to miss on any given day, which is a tough situation to overcome.

But can you trust a head-in-the-dirt CM? Well, if you're feeling particularly cynical and don't want to believe my word, then consider it a different way...
WarGaming has published the drop rates and mechanics for a sale which will happen across a wealth of countries over the face of the Earth. If the rates or mechanics are found to be maliciously incorrect, that could open the door to lawsuits from all around the surface of the Earth.
It would be unforthomably silly to do something like that.
