Because being balanced for Random Battles and balanced for competitive are two different things.

Petropavlovsk was not the terror in randoms that it was in Competitive because a team of players working together with a predetermined plan and audible coms can make maximal use of what Petro did best - tank and deny caps with radar at minimal risk.

Ships are balanced for 12 v 12 inherently, so when the game modes go to 7v7 or 9v9, certain ships begin to shine where they didn’t so much before.

I can tell you that we have not stopped looking for ways to address the spotting issue about CV's in clan battles.

It's worth remembering that highest-level competitive can come down to a few percentage points of difference. "X is OP because it wins 53% of the time in this matchup" is an actual value-assessment in competitive terms. It's not about auto-win, it's about favored-win. Dialing every ship in the game into a complete parity is unimaginably hard to do when you have so many options and interaction possibilities.

Also, we balance our ships for Random Battles because it's our primary mode. Competitive tends to have different maps and team sizes which don't really translate 1-to-1 in terms of balance reasoning. Ship Bans exist to address the outliers because of that.
