Skip Bombs are most effective when used at their longest range. That allows them to strike while trying to avoid as much AA damage as possible. As such, you can try to deny them long distance strike-lines.
Also, they are best used against broadside targets so you can try to keep your broadside angled in such a way that the CV has to detour significantly to find the angle to strike with. That or put your side in such a way that an ally is covering the area with AA fire so that the CV doesn't get good attack lines for little plane health cost.
