It causes additional plane loss due to slower recall speed if recalling in flak, so it's not often taken. However, it's useful if you can buffer the additional losses.
I enjoy Hidden Menace on the Hornet because of the Tactical Squadron buffering the losses of standard planes. Since the planes are super slow, it allows me more freedom to play forward/close.
It can be useful on Parseval and MvR to bring surface detection to secondary range (with use of the Concealment Upgrade in slot 5 as well. So that's certainly a thing.

The additional plane losses happen because of flak. It's been an issue for a while and no ETA on when it can get worked on further. At the moment, it's an exchange of surface detection for additional plane loss.
