The discussion already been there, and we already considered doing spotting from CV this way multiple times, but evetualy were against radar-style spotting or any spins on that.
There are already a lot of problems with old system:
1) You could lose all your planes in 2-3 sorties. And if you thing current spottin is bad, old CV could've just permanently spot multiple ships at ones, without allowing them to hide.
2) Great skill gap - and yes, manual drops elimination could've helped, but good players still would be able to do more, just by knowldedge, and the gameplay would've been quite boring when you get the ropes.
3) Randomized AA - the situations where CV dind't lose a plane on attack run were quite possible, due to aa.
4) Incredible ifluence on battle results. If you think some ship is OP mow, just having Saipan in your team increased you win chances by 20%.
5) Gameplay wasn't consistent with the rest of the game, which , among with reasons listed above caused CV's to be really unpopular, and that in itself caused a lot of balance problems - for example, great (or decent) AA stopped being valuable, and ships with poor AA performance were doing better overall than they should.
I may be forgetting other reasons and promles with old CV system, but there were quite a few and were serious, so things had to change.
