[2023] Operations Permant reward?

We had activities that were Update specific which supported the Update Content. Update Content in 11.8 was Random Operations.

We typically have supporting missions for our Update's content focus, such as missions for Airship Escort while it was an Update activity.

We released a DevBlog describing our plans after implementing Random Operations and observing the results.
