I'm not familiar with Windows 11, but your problem description might be covered by this YouTube video:




It can be frustrating trying to work out a problem with a time-delay, but Customer Support is going to be the place to go to get stuff like this sorted. You could also contact HP as they're the laptop manufacturer and probably have a phone number you can call for tech support.
