Underwater speeds were reduced several months ago. Further, the Enlarged Propeller talent is no longer active while submerged.

Actually, thanks go out to @Gaishu_Isshoku regarding the Enlarged Propeller Shaft change.
The DevBlog mentioned that Surface was now included, but didn't also mention that Max Depth was no longer included. He caught that on his own which was super good to know.
