Some ships are made with less tankiness (or limitations to their tankiness) as part of their design.

Soviet Battleships are well-armored and very resistant to damage when bow-in, so the limited DCP means there is a threat off being unable to put out fires over long engagements even if they stay in their strong, bow-in position.


German Battlecruisers (Schlieffen line) have wonderful offensive capabilities and low concealment, but their armor and limited DCP forces them to be picky about when they can go in swinging with that excellent offense.


Submarines have limited DCP so that after the first few interactions, floods and oil slicks become extremely scary because you can't resolve them while you're being hunted.

Limited DCP is a mechanism that reins in tankiness. There are many other ship options to play for a more measured out, long-term tankiness if you're prefer that playstyle instead.
