The long and the short of it is that Matchmaker can only pull from what exists. If players aren't available at the tiers needed to make a fully tier-matched experience, then it does the best it can with what exists. It's certainly possible there were no other Tier 5 ships or even Tier 6 ships available at the time the matchmaker needed to make a decision.
The situation you describe is likely shockingly rare as neither you nor I have heard of it happening before, but it stands to reason it occurs at times.
