So, the system is this!
If you want to spend Dubloons to buy a stage (or stages), you buy the stage and get the Rewards~
After you finish the Dockyard grind and recieve the final ship, you will get 250 Steel for each "Stage Unlock" thingy you get after.
Recap: If ya buy the stages, you get the rewards. If you grind stages after, and there are no more stages to unlock, you get 250 Steel per unlock instead.
