This sounds like it may be a setting within your sound settings in the game. Please check what your "Voiceover Language" is set to:

Yours may be set to National in which each ship will feature the voice over of its nation.

Please let us know if that resolves your issue.

The Dockyard ship is still in Testing and is not available for play. The PTS's primary function is checking the missions/mechanisms that will be used in the upcoming patch.
