Yes, they are. Though, USS Pringle may appear eventually (all unique ships have that chance) - but she had to pay with one gun and torpedo rack, so she woulnd't be as powerful as regular Fletcher. And increasing Fletcher's gun range, considering the arcs, is not the best way to buff a Fletcher, so she's Kinda in a weird spot, especially with all other Fletchers around.
