Speaking as a member of the NA CM Team, I wouldn't be able to understand those languages to be able to provide a voiceover for them. Any voiceover work I would be associated with would need to be in English as that is the only language I understand enough to record nuance and performance in.
If you are looking for a themed voiceover in a specific language, I would recommend making a suggestion post on the WoWs Forum best aligned with that language. That regional CM Team might be able to look into that as a cool project for players.
If you are requesting a baseline language/localization, that would be more of an overall game project as a form of standardization request. The would be less regional and more of a generalized request, so a post could be made in the https://forum.worldofwarships.com/forum/206-player-feature-and-gameplay-suggestions/ forum.
I'm not very informed on all the different countries and languages which are represented in the Pan-Asian line. As you're already listed 4 different languages above and seem to indicate the possibility of yet more, that could create an issue.
Some people may want the ship to have the voice of it's affiliated language, even if they don't understand it.

In effect, you'd be asking the "National Voiceover+" setting to accomodate multiple types of player expectation, even though it's only one setting. In order to do that, additional UI work and coding would have to be done to allow further player-customization via sub-menu choices.

While "National Voiceover+" is enjoyed by players for its themed nature, the primary purpose of our localization is to provide an understandable, playable game across many different regions. Ideally, a player could just pick the preferred language to use as the base language for the game that corresponds to the ship if that is their priority.
Voiceovers are different than Event Commanders. We do not have any expectation of creating a voiceover for every Event Commander that enters our game.
Is the issue more that use of the "National Voiceover+" defaults to English on those Santa/Event Commanders even if the player's Base/Localized Language is set to a non-English language? (Example: Player has game set to Spanish as they only speak Spanish, but all Event Commanders of X Type default to "English" despite Spanish being the base language?)
