It's the holidays, so I'm not going to be able to have conversations with those teams about specific measures. In general, DevBlogs are going to contain most/all of the information that is to be released on a topic at that time. Outside of any follow-up Q&A sessions, anyway.
As for player data, there could certainly be a lot of reasons for X, Y, and Z. We do have a group of data analysts that try to dig through the data to find the buried treasure and assist us in our decision-making, so it's a safe bet that those factors do exist. Still, Subs were altered and nerfed a few times and you can see a very direct difference in their ability to impact the match as a result.
In general, it's ok when some classes do less damage as long as they have things they can offer/provide which make for a good experience of contributing. Every ship is helmed by 1 player, so each experience needs to matter. The good news is, months of testing gave our Dev team a lot of information to use in working to find where that spot might be.
