It will make resetting lines for Research Bureau MUCH faster.
Some ships could shoot longer than they could "see", which is an awkward problem.
On the plus side, it'll be much easier to call Clan Battles while in a Destroyer. They had fairly limited "sight range" so you'd only be able to see a single flank. The change should give Tier 10 DDs vision over what their teammates are seeing on the other flanks as long as they're within the new sight ranges (which is nice).
Some ships are used as a test-bed. You may recall the Werner Voss was a test ship used to test skip-bombers. It did not make it into the game but was instead replaced by Max Immelmann.
