Yes, we do. Many community based ideas have made it into the game in one form or another. Sometimes they have to be adjusted before release, sometimes they simply are just not feasible or a good idea. It is very depending what is suggested and how. In many cases, decisions to change elements of the game or how things are handled come from player complaints and suggestions.
Any and all streams (and other content channels) are welcome to apply to become CCs when applications open (usually on a quarterly basis). Applicants are based on a range of criteria that includes:
Audience size
Game knowledge
Content theme / completeness
Reason for wanting to become a CC
On stream behavior
In-game account background (bans, bad behavior etc)
Uniqueness
Technical aspects of the stream (volume levels, etc)

What you may find boring, may be interesting for another, we all have different ideas of what makes an entertaining and enjoyable stream. I may find an applicant considerably boring to watch myself, however if they present something that is enjoyed by a solid community base and has no red-flags, they are able to be selected.
Again, a creators in-game stats are not a major concern of mine. We have a wide variety of skill levels when looking at our CCs, while yes, there are some that are in the 65+% WR category, we also have many that float around the 50% WR area. What matters is a creators ability to accurately communicate aspects of the game in whatever chosen media they choose to make. While a streamer may enjoy playing the game and talking with their friends, this kind of content does not reflect communicating aspects of the game.
That's awesome that you have a streamer you enjoy watching - keep supporting them and encourage them to apply when applications open. If they apply, and are not selected; I will give them a detailed assessment of why they were not selected and aspects that we would like to see improvement on. We do not provide these publicly as its between the creator and us and we do not want to bring their weaker points into public view.
Once again, what entertainment is, is subjective. But, out of curiosity, what would make the official streams more interesting in your view?
