Each tier is calibrated differently and has different rules.
And it doesn't reset.
Do you need extra protected matchmaking on T 2-4 anyway?
And about other tiers - well, if you play ships on all the tiers - yes, to get calibration to properly work as intended you need to play those games, but it doesn't mean you'll be bottom tier while that happens.
There is a bug which allows one more uptier than set to, but it's rare and will be fixed.
It can't get to T5 match without division, since T2-4 have +/-1 matchmaking.
