Army behavior in wars would be greatly improved in 0.14 #worldbox

@BattadiaNew yeah, that's part of it. After a fight in the city, sometimes the general "thinks" he is just a citizen, and returns to his town. And the army followed him ofc. When he is in town after a bit, he would realize "ooooh, right i'm a general"! And then he walks back. Repeat👱‍♂️
