You’ve identified precisely the problem the developers face: quantity versus performance . With sleeper zombies in POIs here to stay and taking up some of those limited spots, the thinking has been that outdoor populations won’t go back to A14 levels again.

But there are at least two rays of hope. One, in the current A19 they’ve removed the respawn delay for zombies in the wasteland biome specifically. So there are effectively nonstop zombies there. And two, the developers have to set things to be playable on the minimum system requirements. So if you have a good system, you can mod the game to exceed those vanilla values.
