Not quite. Claim blocks specifically do not like being near other claimed areas. Even if you place a land claim down near a work station that spawns in the map you can't pick it up because it isn't player placed. Only player placed objects can be picked up that way.

The trader also counts as a land claimed area though, as of A19.x
