First, to OP, To be clear, the dew collector does not produce Temperature 'heat', it produces Activity 'heat'.

Like a keyboard heat map shows how often you hit a certain key comparerd to others, the activity map is a measure of the players activity in the area.

It is termed as a 'heat' map because of the colors used, where blue represents the least frequency and red-hot represents the most frequent. In the example, image, E is pressed far more than any other, A being second place, and either B or N being the least.

To play devils advocate a bit here, maybe TFP felt like the sound of rain hitting the tarp made enough noise to draw attention. And let's be honest, it's not out of the realm of possibility either and any one who has been camping knows just how loud it can be. Try talking under a tarp during a heavy pour and you can barely hear yourself. I'm not saying this is why TFP did it, or that it's right. I'm only offering a possible reasoning is all.
RE devils advocate, Could represent any number of things, really. Could also be meant as a stand-in for the subtle traces of scent and activity in the area that the player leaves when coming to/going from the dew collector for example.

Or their attraction to an abnormally bright blue and clean brand new construction that wasn't there previously, that suspiciously stays clean and doesn't get worn down

Or any number of any other possible examples asaide.

All the +'heat'(Activity) for the dew collector is meant to do is represent "the players regular activity going on in this area", and rather than making some brand new activity event like "on player interaction with the object to get their water" or something, they decided to go with the existing function for it and just re-use the exact same generation events that already exist and is in use for every other activity generating thing.
