This is one of those things where adding options for too many features just clutters up the options and makes a mess of things. You can adjust this in your own xml files quite easily, and there are a number of mods regarding this that you can simply install as well.

This is a case where the developer fully supporting modding of the game is greatly for your benefit.

Pretty much this. TFP looks at suggestions like these, and they have to weigh how much it will add or subtract to the overall user interface and usability. They want players to have a lot of options, but also understand that having an option for SO many things makes the interface confusing. They have discussed this topic a number of times in the developer diaries over the years and is what my original statement is based on.
