By default, LCBs are about 41m square (or thereabouts) and the bedroll blocks around 35m (forget exactly). LCBs do not prevent spawns within a LCB area if bare (unbuilt on) ground is present.
LCB only blocks POI spawns.
There is a myth that if you fill the area with player-placed blocks, it will stop spawns. It does reduce it, but it is not a 100% guaruntee of having a spawn-free area. Especially if you have a large area.

Aside from that, the developer does not want you to ever feel "safe". There should always be the uncertainty that you will be attacked. That a zed could sneak in and show up outside of your control.
