Pure RNG. Sometimes youll never see them, Sometimes its all you see. Above Tier 3 there are no more buried supplies quests though.

Because there's not really a good way to make a buried supply quest harder. Higher tier fetch/clear quests are in progressively larger buildings filled with progressively more dangerous enemies.... Buried supply quests still have you digging in the dirt. As Rasa says, The buried supply quests can still appear from T1/T2; But there is not a T3 buried supplies, or a T4 buried supplies, or a T5 buried supplies...Because it's not more difficult, if anything its more time consuming and more boring since its just even more digging- when many already think we have to dig too much just for T2.

No tier 3 buried supply jobs, but tier 1 & 2 still pop up even after we unlock tier 5.

I figure thats what you meant, but if I were to read that wrong I might think there were no more buried supplies!

Like there could be a floor of a skyscraper with a garden and the loot is buried somewhere there near the top. Then once you get it, zombies rush in.

Higher tier buried quest could also require killing all the zombies that spawn or require digging up multi chests hidden in the same large poi.

Buried quests could gain multi waves, like every time the dig circle shrinks a couple times it could trigger a zombie wave.

There could be a constant zombie spawn like a trickle of them. Such as screamers

It can be in the wasteland with zombie bears protecting the dig spot. It can be in the snow biome with mountain lions and bears protecting the spot. It can be in the forest with packs of dire wolves.

The dig spot could be at the bottom of a cave/vault system. And the cave is full of zombies.

You could increase the number of "White river supplies" so it takes up more inventory or add a debuff to carrying the supplies.

The chest could be locked tier 3 and up and the difficulty to open it goes up each tier

Many of the things you say could work, in theory...But also almost all of them make it no longer a buried supplies quest, but a disguised Clear, Fetch, Or Fetch&Clear quest. In a POI? Fetch quest. In a POI but zombies spawn as you dig? Fetch&Clear.

The beauty of the buried supplies quest is that it can just appear anywhere in the world- There's no specific POI tied to it. It could be under a tree, in a road, beside a building, underwater, or other various places. The main benefit of doing them is that you DONT have to fight a hundred zombies to finish the quest; Or wander through an abandoned building trying to find the one corner you didnt already search to find the bag.. Instead you can just relax and dig a little, obtaining clay that you need anyway, and then just book it after you find the chest- no need to even fight the zombies that appear.

Forcing it into a POI just turns it into a fetch and clear that you also have to spend an annoying amount of time digging for.


So, while yes, You COULD make buried supplies quests harder that way, It ends up losing the point of what it is.

And as much as it's only useful for low tier quests and rare maps, it's still useful- And as has been said, T1 and T2 quests can still appear even when you're at T5; So you can always get more digging quests, albeit you might have to wait a day or three.
