This is an issue caused by the publisher of the original console version, Telltale. In a last ditch grab for cash before Telltale went bankrupt, one of the things they did was announce that the console version was 1.0 finalized and complete.

The Fun Pimps fought for years to reclaim the rights to the console version, but, unfortunately, because of what Telltale did, they actually can't update the existing console version. The Microsoft and PSN store rules require that any 1.0 released game cannot have updates that would break save compatibility with existing saves. Unfortunately, every single update since like A14 has completely broken saves necessitating the use of a new save. Further, the existing console release had already deviated considerably from the main PC title even before Telltale went bankrupt, so there's even more of a problem right there. The existing console version released under Telltale is quite literally a separate released game from the main PC game.

In short, The devs literally cannot bring the existing console version up to parity with the PC version. Re-releasing it is their only option to re-include the console players under their wing and bring them the newer updates as well as keep their promises for eventual crossplay; And this time they're not giving it over to an external publisher, they're doing it themselves.
