Max level is 300. IIRC you can max all the skills around level 270 currently.

The only real issue is patience.

It requires level 279 currently to max all skills- 6 points less if you wear a cigar and any single kind of eye wear that provides a main stat, as it allows you to skip buying the 10th rank of that stat.

Max level is 300, so, it's fully possible.

And in answer to the question- Yes I think it's enough. Honestly by the time you're at level 50-100, you're pretty rounded out and doing fine- More than that is nicety, not necessity.

The whole point is that you're supposed to focus on what you need now- Not on getting every skill. Choices matter, You're not supposed to get all the skills in a casual playthrough.

Even if they removed the primary stat (which itself is meant to make you choose where to focus your points- Do you focus your points to get high levels in one stat, or spread them to be more of a jack of all trades?), they would just do something like make leveling take way longer, or re-add level gating.. Or worst, nerf and spread out the existing skills to cost an appropriate amount of points ala rank 1 costing 1 point, 2 costing 2, 3 costing 3... Then you wouldn't even have the option of powering through a single main stat in order to get high level skills.

Crafting stops at Q5. Last I heard, Q6 will be being repurposed into a tier of 'Legendary' type items, rather than being an additional level of the existing weapons/tools.

They still have level gating, it is just more subtle.
If you squint, sure. You can't buy rank 5 of a skill ASAP because you first need to buy up the 4 ranks before it and in most cases max the main stat, which of course takes points which requires levels.

However, this is NOT the same as level gating whereupon rank 5 of any skill requires the player to be level 100+, rank 4 requires 80+, rank 3 requires 60+ etc.

You can buy the skill you want as soon as you have the skill points for it, with no additional waiting.
