Not necessarily. Rain gets contaminated by lingering high-altitude contaminants, and brings them down to the surface; Most low-altitude contaminants would've been filtered out into the ground/by the plants/etc.

This is why we have Acid Rain around places like steel mills- But not acidic dew or acidic condensate.
