To my knowledge, TFP have zero intention of including an Offhand or any offhand equipment/weapons/dualwielding/etc. And without TFP doing it themselves, it's somewhat unlikely for a modder to accomplish either (At least not easily.)
That aside, The spears in 7dtd are practically javelins; They're too short to be much more; And they're already thrown.
As of A19, technically the new Steel Axe is a battle axe. But most of the other stuff is probably going to come from mods, and not from TFP. (Feel free to request anyway though- Though your requests would be better suited to be made on the main forum in the pimp dreams subforum. https://community.7daystodie.com/forum/9-pimp-dreams/ )
