Current system effectively punishes them for wearing whatever they want too. You wanna dress up like a beach beauty, You're going to freeze in the snow. Want to dress up like an eskimo, you melt in the desert. WAnt to wear mixed armor, you get penalized in stealth for the heavy armor, and penalized in survivability for the light armor, and have to spend twice as many points to level both armor skills up in order to reduce the demerits instead of only having to level one if you had focused on only light, or only heavy. If you want the benefits of the high performance running shoes, you lose out on foot armor, if you want the speed bonus of the varsity jacket, you miss out on needed heat/cold resistance requiring you to make it up elsewhere.

It's all tradeoffs.
