The higher your quest tier and your gamestage goes, the more likely it is to show you higher tier quests.
It's a known issue that at a certain point you basically never see anything lower than the tier you're on; And TFP plan to adjust it so that lower tier quests are more prominent and available.. Dont know when that change will come though. May be during A18, or it may not come till A19.
