Willing to bet his game is modded. Or if not its a pretty rare bug. I play int builds so am up to motorcycles by the end of the first week always. I played over 200 hours of A19 experimental before it went stable and not once had this occur. And of course since it was experimental I was having to start up a new game almost every week as updates were pushed.

Most of the time I've seen it, it was either a dedicated server that grossly exceeded supported player counts, or host hardware that wasn't up to the challenge.
