OP is basically complaining that it's possible for players to fit into a 1.9 or less block gap, and cram themselves down into it. The result of which is that you can, basically and easily, be in a completely safe position from non crawling zombies.
It's a lot like in Minecraft how you can stand under a ceiling 2 blocks from the ground, and Enderman literally cannot reach you to attack you because they are 3 blocks tall.
As such, OP wants the devs to allow non-crawling zombies to crouch, so that you can't create little hidey holes; Or entryways that aren't a door that you can enter by crouching, but zombies cant follow you through.
Personally I think it's fine as is. But eh.
