There are other attributes which give you bonuses that aren't merely convenience or tied to a specific play style, and thus are arguable better. And I wouldn't call any of them OP either.
For me personally, My "OP" tree is Fortitude.
There is nothing quite like being a walking talking tank that can one-punch most enemies, and for the ones that survive, most of the time they're afflicted with a dozen debuffs... And then for those big hard targets, a nice M60 to the face can shred waves of even the toughest enemies in seconds.
I can grow food for days, get tons of resources from every slain animal, and need less food besides.
I can sprint all night long, so even if I need to run from something (which I rarely do since painkiller+healing factor make most enemies hit for 1-5 damage and it heals back rapidly), i can do so.
And I have no fear or concern for the elements and can put those mod slots in my armor towards things like carry weight, additional armor to become even more beefy, and other such non-temp controlling things.. Plus i can play fashion souls and wear any clothing I want without worrying if I'll have enough temperature resistance.
And because I am so tanky and so deadly and so quick when needed, I don't need much of a base- So lacking Miner 69er and Motherlode is not so impactful to me- All I really need as a fortitude build is a room I can fall back to to tend injuries and get a bit of breathing room that has a safe way back out into the fray so I'm not cornered. This could be self built or even just any old POI on the street.
For a fair number of people, Strength seems OP because it fits their playstyle so well. For others, Intellect is an unbeatable prospect that literally breaks the game for them with all it offers to the point that they beg for it to be nerfed since they can't convince themselves to not use it. For others still, Perception is broken because they can just explode enemy waves with grenades and use a sniper rifle to nuke hard targets. And for others still, Agility provides benefits for most of the week that make exploring and looting an incredibly safe prospect; And even on the horde night can be leveraged incredibly well with some creative thinking.
Each tree is tuned to a different playstyle; And you're allowed to mix and match to make a playstyle tuned as best as it can be to you personally.
