Plants must have access to sunlight, a proper light hole should light roughly a 5x5 or 7x7 diamond-ish area from where it is.

After that, crops take about 3 ingame days to grow, iirc.. It doesn't grow any slower or anything like that from low light level. If it can be planted, it should grow properly after 3 game days.
