To address the first thing, The large majority of games save to the appdata folder or to the documents folder; Both of which are located on C. Unless you go out of your way to direct it to some other place via ingame settings or a manual redirect , chances are your save for most games is on C. Few games save to their own directory or to a place other than C/users/documents or C/appdata nowadays.
To the latter, It sounds like your ram might be faulty, You should have more than enough ram to generate a 4k, or to load into a pregen. With 16gb you should have no issues generating a 4k at all, and you shouldnt need pagefile to do either a 4k or an 8k generation.
With that said, Nitrogen would likely allow you to GENERATE a world in spite of the issue you're experiencing.......But as you yourself have surmised, that won't help since you can't load into it anyway until your issue is resolved.
