Bonuses from books aren't demonstrated in the weapon stats in the inventory, but do(Or at least should) apply at the time of dealing damage when meeting the appropriate conditions.
HP ammo is very much NOT an all scenario king. Using HP ammo against Construction zombies, biker zombies, military zombies, and demolishers will double their armor value and dramatically reduce your damage dealt to these targets; And further, then hitting the armored portions of these zombies' bodies while using HP ammo will leave you doing hilariously little damage and making them seem to be a tank.
AP ammo blanket reduces enemy armor by 20% iirc? So against armored targets it's a big boon, however it has no detriment except increased durability loss which is negligible. Even against normal targets it will slightly increase damage dealt. More, AP ammo can pierce targets letting you hit more than one zombie per shot; Though I can't recall if the pierce effect only applies to the Rifle weapons or not.
So HP ammo has a downside when dealing damage to certain targets, and it's a downside that can lead to cutting your damage by half or more; but AP ammo has no downside when dealing damage to a target, only benefit. If you can pay for the increased cost of the ammo and the repair kits, then there's basically no loss to using AP ammo. But when using HP, if you get cornered by a group of military zombies you'll definitely feel it.
I generally prefer using AP ammo, or normal ammo; Don't use HP ammo much except for bears/direwolves/cougars. HP might be very good early into a save when you don't really run into armored targets, but later in, when you can reliably craft ammo, you'll have a lot more armored targets around, cutting HP's usefulness.
