There's nothing off. A20 is likely to come out faster than most of it's predecessor major-updates.

Most of the time, it's about 9 month to a year after the final stable version of the previous alpha that the new alpha hits. This is because they used to finish the current version before moving onto the next one EG: A15.4 comes out, 9-12 months later A16.0 comes out. Then little patches come until A16.4, and then 9-12 months and A17 comes out.

So, measuring by that stick, Since A19.5 stable came out in on May 28th of this year, It has been just shy of two months of development time. They say not in august, So that'll be a minimum of 3 months of development post-A19.5 stable. That leaves 6 months until they reach the lower bounds of the typical time taken.

This is because A20 has been in tandem development for a number of months prior to A19.5 stable being released, which is different from all the versions before it.

So no; There's nothing they aren't telling you. And they aren't taking an alarming amount of time to push A20. If anything, they're planning to push it out much faster than I was expecting based on past precedent.
