I was a little annoyed by this at first, but there's logic behind the decision that made sense to me later on.
If, for example, you are wearing night vision goggles, have a helmet lamp, and are wielding a weapon with a flashlight or laser pointer attachment, F is the toggle for each one of those items. If you press F, which one do you want to toggle? Do you want to do a "keep tapping F until you get the exact right combination of what is on or off" dance? Or just hold down F, easily click to toggle items on or off, and continue about your merry way?
In the long run, using a radial menu makes more sense. Not only for convenience, but also to just match other similar UI features and selectors in the game.
I have a better idea, I think. When you use the radial menu to toggle one of these, the game remembers which one you last changed. Then after that, pressing F toggles just that one, over and over again, until you hold F to get the radial menu again and choose a different one.
