This was actually a feature they were looking at implementing back in Alpha 14/15. Unfortunately, the mechanics for it didn't really work out very well and it added a LOT of overhead to world exploration.

The idea was to degrade the majority of buildings that weren't visited as the world time passed, but have some random POIs actually upgrade as if survivors had stopped by and taken refuge for a while and repaired them.

It would have been really cool for sure.
