Yes. But only the trader vending machines specifically; The purchasable Player Vending Machines are only for Player->Player sales.

The ones in the trader will occasionally have things sold to random non-existing NPCs. But if you check on them too often, it won't sell things very often- Just set it up and come back in a few days or a week, minimum come back the next day. If you're checking 4-5 times a day its rare for it to sell anything.. And I'm unsure if that's just 'if you check the UI' or if just getting close enough is all it takes, similar to lootable objects.

Yes- the lower you price it, the faster it'll sell. Marking it up completely can make it take 30+ days to sell, but you make bank; Mark it down to -80 and it feels like it sells by the time you reach the compound gates. Do make sure when you add it to the machine that you set A price though, as Iirc you can put things in and forget to apply a price to it(or used to be able to at least)- At which point it just becomes a particularly expensive-to-operate chest.. This may be what you did and why it didn't sell for a week. Or maybe it was just bad RNG.
