[2022] Unable to progress in the quest 'Pilgrimage to St. Albanes'

I just started playing this game a month ago, and have seemed to run into an issue that’s gone unresolved for 2 years now.

I completed the Saint Albanes raid before the actual quest. I killed the guards inside the church. However, when it came time to find and rescue Fulke - the guards do not respawn in the church. No guards to kill = no key to collect. I’ve tried everything from every thread I’ve seen put out there since 2020. I’ve killed myself in the abbey, pledged to someone else and came back, waited for Sigur at the river, left for a few in-game days and come back. Nothing works. The already dead guard body lays in the church with nothing to collect, and the door remains locked.

This is a game-breaking bug that has apparently existed for years. Please fix. Thank you.
