Just as the title has said, I can't keep Annie to negotiate a Peace Treaty in both Campaign and Sandbox as she is always stuck in zero.
I tried this on both mods and vanilla and also keep trying to make a Ceasefire up to 50% and she still won't accept the Peace Treaty as the chances for success never changed. Please take a look.

I've taken note of your report, and I'm sorry to hear that an Issue with Peace Treaties is impacting your experience in Anno 1800 !
For the purpose of our investigation, in order to isolate the Issue, I invite you to provide us with the following :
Does the problem persist after completely uninstalling mods, verifying the game files for anything missing or corrupted, and starting a new campaign ? If the problem persists after that test, video of the Issue (Youtube / Dailymotion link for example)
