[2022] no way to set minimum stock of mail

nothing allows this: airmail sorting office, post office, post box
doesn't appear in warehouse either
so if the island doesn't produce enough mail for both local and otherwise, there is no way to priorities one type over the other (except shut the lifestyle need entirely)
