I do not know if it has already been said, but by chance I have found a mechanic of the Shopping Arcades that does not make sense.

Operating normally, the Shopping Arcade produces (actually consumes) one item every minute (for example, a toaster). But if, for whatever reason, there are not enough artisans on your island, production slows down. This does not affect anything, because the effect is still in effect in the surrounding buildings, since the Shopping Arcade is still active (or at least there is no penalty indication). However, as production slows down, it simply consumes resources more slowly, which is an advantage.

How can the lack of operators in the Shopping Arcade produce an advantage over normal operation?

Fair point, @efritoo , very fair point! I understand it would make sense for the effect to be nerfed somehow while production is slowed down due to a lack of artisans, and I've passed on your comments to our devs to investigate this further.
