[2021] Can't claim Vehicle Liveries Pack

I have problems with claiming the Vehicle Liveries Pack.
Amazon doesn't operate in my country (not directly at least).
Because of this my debit card isn't accepted and their is no option for Paypal.
Is their another way to claim the Vehicle Liveries Pack?
