You can only be matched with the available players who are logged in and queued at the time you search. If you're finding yourself matched with players outside of your MMR quickly, as you've stated within 20-30 seconds, it's likely because there aren't a great deal of players at your level in your region playing at the time. Based on your description that sounds like a connectivity issue. What is your current download/upload speed and are you connected through broadband or 4/5G?

I would recommend if you haven't already done so to perform all of the steps of our connectivity troubleshooting for Xbox here.

Unfortunately temporary abandon sanctions are implemented server side so these aren't something we can adjust. However if you are experiencing regular connectivity issues please let us know and we'll do our best to try and help to mitigate or resolve these issues as much as we possibly can.
